MEMORANDUM Date: August, 14, 2016 To: Representative Shelia Jackson Lee From: Mary Frances McClure Subject: Impact of Federal Protection Services Staffing on Safety at Federal Buildings Introduction: As you have been briefed during hearings for the Committee on Homeland Security, private contractors make up the bulk of personnel guarding federal buildings and installations even buildings housing dangerous materials like plutonium. These private contractors are often less prepared, less vigilant, and less invested in the safety of federal employees and visitors creating vulnerabilities for national security and public safety. Because safety at federal buildings is a priority for the Department of Homeland Security, we recommend that the Department update guidelines for personnel responsible for security at federal buildings and installations to include: mandating that all full time security staff are to be employees of the Federal Protection Services rather than contract employees in buildings where the security level is III, IV, or V pursuant to H.R.3418, developing a training protocol for all personnel including mandatory continuing education and recertification in threat assessment, anti-terrorism tactics, and departmental procedures, conducting a monthly, quarterly, and yearly risk assessment to determine opportunities for training and further security protocols, and to increase the amount charged to tenants as well as request an increase funding for the FederalShow MoreRelatedEthics and Communication Reflection Paper1274 Words   |  6 PagesIntroduction The role of a nurse is multifactorial.
